The perl-Test-Vars package is FTBFS with Perl 5.38 and I intend to retire it
soon since there has been no activity on this upstream for many months and I
can't fix it myself.

This is a test dependency in perl-Net-DHCP that is not actually needed because
the package build does not run the author and release tests.

Please consider dropping perl(Test::Vars) as a build dependency of
perl-Net-DHCP.

Also, the license changed upstream to MIT in 2022.
