perl-Tk-804.036-12.fc40 fails to build in Fedora 40:

gcc -c -I/usr/include/freetype2 -D_REENTRANT -D_GNU_SOURCE -O2 -flto=auto

A difference between passing and failing build roots is at
<https://koschei.fedoraproject.org/build/17075303>. This failure is probably
triggered by upgrading gcc from 13.2.1-6.fc40 to 14.0.1-0.1.fc40.
