Description of problem:
On AlmaLinux 8 and 9, doing a dnf install/upgrade reports nothing provides
perl(Hash::Ordered)

Version-Release number of selected component (if applicable):
AlmaLinux 9.1
AlmaLinux 8.7

How reproducible:
Always

Steps to Reproduce:
1.dnf install perl-User-Identity

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides perl(Hash::Ordered) needed by
perl-User-Identity-1.02-1.el9.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use
not only best candidate packages)
