perl-Class-DBI-Plugin-Type-0.02-47.fc37 fails to build in Fedora 37 because a

This is triggered by upgrading sqlite-libs from 3.36.0-5.fc36 to 3.38.0-1.fc37.
An upstream has a proposed patch in its bug tracking system
<https://rt.cpan.org/Public/Bug/Display.html?id=140750>. It's also possible
that this sqlite change will be masked in a future DBD-SQLite release
<https://metacpan.org/release/ISHIGAKI/DBD-SQLite-1.71_05>.
