The spec file also removes few tests which especially often fail. Based on this experience I started deprecation of mod_perl in Fedora and rejecting addition to new EPELs. I think that the future is fixing httpd to set PATH_INFO variable correctly (bug #1651746). Then PSGI applications would work with Apache httpd + mod_fcgid (or mod_psgi) out of the box.
