The testsuite uses it:

Type-Tiny-1.012004/Makefile.PL:                 Devel::Refcount
Type-Tiny-1.012004/t/20-unit/Type-Registry/refcount.t:use Test::Requires
'Devel::Refcount';
Type-Tiny-1.012004/t/20-unit/Type-Registry/refcount.t:use Devel::Refcount
'refcount';
Type-Tiny-1.012004/t/20-unit/Type-Tiny/refcount.t:use Test::Requires
'Devel::Refcount';
Type-Tiny-1.012004/t/20-unit/Type-Tiny/refcount.t:use Devel::Refcount
'refcount';

If you remove BR: perl(Devel::Refcount) from the *.spec, the testsuite
complains about it:
t/20-unit/Type-Tiny/refcount.t ............................ skipped: Test
requires module 'Devel::Refcount' but it's not found
