Could you please branch and build perl-SQL-Statement for EPEL 9 ?

If you like you could add me (FAS: pghmcfc) as a committer to the package and
I'll do it myself.

The package will need to be bootstrapped or otherwise tweaked to avoid the
build dependency on perl(DBD::CSV), which itself wants perl(SQL::Statement).

Currently missing dependencies:
- perl(MLDBM) - I will build this once perl(FreezeThaw) is available (Bug
#2030727)
- perl(Math::Base::Convert) (Bug #2030725)
