This is probably triggered by removing "make" packages from a minimal build root. docs/makedocs.pl indeed executes make: say "Creating $name documentation ..." if defined $name; → system('make', $cmdline) == 0 or $error_found = 1; print "\n"; I propose to add "BuildRequires: make" into "for building docs" section in a spec file.
