perl-PAR-Packer on F31 is currently uninstallable after
https://bodhi.fedoraproject.org/updates/FEDORA-2020-64ac8a1df1 landed in stable
repositories. Same issue on F32 (but the perl update there hasn't been pushed
to stable yet).

nothing provides perl(:VERSION) = 5.30.1 needed by
perl-PAR-Packer-1.049-3.fc31.x86_64
