Description of problem:
This package has a hard requirement for Apache::Util which pulls in mod_perl
and httpd, for cmd-line tools using Template-Toolkit this is a lot of
unnecessary and often unwanted packages.

IMO it should not require, recommend or suggest this dep. e.g. if you have a
web app but are using nginx you don't want mod_perl & httpd being installed.

It should Require HTML::Entities, if the user is running in a mod_perl
environment it will automatically fallback to using Apache::Util.

FWIW this deps breaks epel8 installs of this package ATM in some environments
due to a broken httpd module.
