Hello, I'm reviewing https://src.fedoraproject.org/rpms/perl-Scalar-List-Utils/pull-request/1 which references https://docs.fedoraproject.org/en-US/packaging-guidelines/#_parallel_make and https://fedoraproject.org/wiki/Perl/Tips#ExtUtils::MakeMaker and I'd like to clean up some confusion I have. The https://fedoraproject.org/wiki/Perl/Tips#ExtUtils::MakeMaker starts by promoting make pure_install DESTDIR but then goes to recommend perl Makefile.PL NO_PERLLOCAL=1 However, it does not mention %{make_install}.
