How reproducible:
Always

Steps to Reproduce:
1. sudo dnf install perl-Output-Test

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides perl(Capture::Tiny) needed by
perl-Test-Output-1.03.1-9.el8.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use
not only best candidate packages)
