I just tried running the tests and all the tests that failed for you are
actually skipped with an explanation:

Failed to resolve WgetTestingServer, using
/home/test/fedora/wget/wget-1.20.3/tests/certs/wgethosts

They are skipped because Fedora's glibc does not respect HOSTALIASES
environment variable that e.g. Test-https-pfs.px test uses to fake a domain
name. You can see that in an official Fedora build system too
