  Target Milestone: ---
   External Bug ID: CPAN 128529

perl-DBD-Pg-3.7.4-5.fc30 fails to build in F30 because a test fails:

t/01constants.t ..... ok
BUILDSTDERR: # Failed test 'When client_min_messages is FATAL, we do our best
to alert the caller it's a Bad Idea'
BUILDSTDERR: # at t/02attribs.t line 1215.
BUILDSTDERR: # 'ERROR: relation "nonesuh" does not exist
BUILDSTDERR: # LINE 1: SELECT 1 FROM nonesuh
BUILDSTDERR: # ^'
BUILDSTDERR: # doesn't match '(?^:Perhaps client_min_messages)'
BUILDSTDERR: # Looks like you failed 1 test of 272.
t/02attribs.t .......
Dubious, test returned 1 (wstat 256, 0x100)
Failed 1/272 subtests

A difference between passing and failing build root is at
<https://apps.fedoraproject.org/koschei/build/6036551>.

This is triggered by upgrading postgresql-server from 11.1-4.fc30 to
11.2-1.fc30.
