This is caused by upgrading perl-Verilog-Perl from 3.430-3.fc27 to
3.440-1.fc28.

Upstream states SystemPerl is not supported anymore and nobody should use it
<https://www.veripool.org/issues/1197-Verilator-Verilator-pulls-in-Verilog-Perl-3-440-which-breaks-SystemPerl-1-344-s-tests>.

perl-System-Perl is required by verilator. Upstream released a new
verilator-3.910 that should remove the dependency. Fedora has not yet upgraded
verilator (bug #1413431).

perl-System-Perl should be removed from Fedora.
