Your suggestions contradicts with bug #905482. I won't add or remove the
dependencies in each release to please the contemporary more loudly camp of
proponents or opponents of requiring libraries listed in the Perl's
configuration. Please find consensus first.

In my opinion, the dependencies should not be there because %Config contains
data about how the perl was configured and built. Many of them have only an
informational purpose and are not intended to be thrown to compiler or linker.

E.g. $Config{locincpth} lists /opt/GNU/include directory. Should perl-devel
package depend on the (nonexitent!) directory? I guess everybody agrees it
shouldn't.

E.g. $Config{libs} lists -lgdbm library. Should perl-devel package depend on
gdbm-devel? Some people think it should.
