So you prefer this:
DateTime::TimeZone::Tzfile=HASH(0x1222668)
Can't locate object method "offset_as_string" via package
"DateTime::TimeZone::Tzfile" at test.pl line 26.

Instead of:
Cannot determine local time zone

Even though it's a simple matter to define the routine in Tzfile to return the
friendlier error?  Ok then!
