This is triggered by removing perl-CPAN run-time dependency on Module::Build when boostrapping (core modules cannot depend on non-core modules on bootstrap). This is caused by wrong build-requires in the perl-TheSchwartz.spec. It lists perl(ExtUtils::MakeMaker) but calls "perl Build.PL". I also noticed perl-TheSchwartz build-requires perl(CPAN) for unknown reason. It's nowhere used in the code and the commit message does not explain.
