That's not true. You can easily use the Koji repositories to install exactly
the packages that are in the environment. Look at your mock configs for Fedora
targets sometime, and notice that there's a "local" repo that isn't so local.
It's the Koji internal repositories that you can use to pull down the
environment packages to your environment.
