Wow, as a Fedora packager that can sign in using my FAS account, I never get to
see those, thank goodness!

I think upstream have had problems where people have updated the underlying
libraries without rebuilding the modules, and this sometimes leads to obscure
and hard to diagnose problems. So they (upstream) added this check to make it
obvious when this had happened, even if it's not always a problem. The strict
package version dependency ensures that as a downstream RPM user, you see this
prior to installing an update that would break things, and have the option to
skip the affected updates, uninstall a package, report a bug (as this time) or
whatever fits your needs.
