Therefore this is not a bug in the perl_default_filter. At the end I did not reportd it does not work in general. I reported it does not work for libFOO.so-named library files that do not define DT_SONAME. And that looks like deliberate rpm decision to keep synthesize the Provides from these files. Therefore I move this bug to rpm component as the feature and the decision really comes from the rpm-build.
