Could you please describe what the data looks before encoding? Without knowing
the input, I cannot know what the correct output should be expected.

This has been reported to upstream as
<https://rt.cpan.org/Public/Bug/Display.html?id=111853>. It looks ugly, but it
does not violate any specification. If Bugzilla does not want to encode the
e-mail addresses, then it should not submit them to MIME-encoding function.
