Good news to everyone, There was a bug in `file' package that could break generating Perl dependencies while building RPM packages. The file got broken on 2015-11-05 in file-5.25-1.fc24 and fixed on 2015-11-20 in file-5.25-3.fc24. Only rawhide Fedora's branch was affected. The effect of the bug was that Perl scripts were detected as Perl modules mistakenly, thus RPM dependency generators for Perl modules instead of generators for Perl scripts were performed on the Perl scripts. As a result, packages delivering perl scripts in /usr/bin could miss /usr/bin/perl from their run-time requires. See <https://bugzilla.redhat.com/show_bug.cgi?id=1279401> for more details. I haven't yet tested koji builds from the 15-days period to know what packages are actully broken. I will try it later and I will rebuild the broken ones.
