Well, the crucial point in time is pushing packages from "updates-testing" to
"updates". That's something which should not be too difficult for rel-eng to
check for.

The 14 days is another issue - It's utterly harmful and a critical FESCO fault,
which longs for consequences in FESCO.

I guess, the perl-folks need to launch a systematic effort to mutually "+1" the
perl-packages and render the 14 days delay ad absurdum, otherwise perl (and
other packages with long dep chains) will stagnate until they rot and piss off
users and packagers sufficiently to quit using Fedora.
