Your system appears to have openssl-libs 1.0.1k installed from the
updates-testing repository. This is not a problem in itself, but as you do not
currently have the updates-testing repository enabled, the dependency of a
matching version of "openssl" for perl-IO-Socket-SSL cannot be met.

You can do one of two things:

1. Downgrade your openssl-libs back to the stable release version of 1.0.1j

2. Install openssl 1.0.1k from updates-testing

After doing either of these, you should be able to install perl-IO-Socket-SSL.
