Description of problem:
The bugzilla developers bumped up the required version of
Email::MIME::Encodings in the 3.2 branch (which we ship in F9, F10 and
rawhide). This means that, should Bugzilla 3.2.4 be released, we wouldn't be
able to ship it as an update.

1.311-3.fc9

Please release an update to 3.113 for the branches in which we ship Bugzilla
3.2.x
