And I did the import yesterday, using the originial tar.gz, dowloaded from upstream, with the right 1999 time stamp. But the upload command (upload.cgi, called from "make new-source") screwed the time stamp. I do not know why. I agree with you that there is no known way to fix the time stamp now.
