The %{perl_vendorlib}/LWP/ directory is already owned by the perl-libwww-perl package. Having this package own that directory and all files below would cause a conflict with the perl-libwww-perl package wouldn't it?

No it would not. These packages would share these directories.

Without sharing them,
1. In many cases perl packages would not deinstall properly and would
leave unowned directories behind after deinstallation.
2. There is no strict hierarchy between perl modules.

As a consequence of this sharing ownership on directories has been
common standard in all perl-packages in Fedora for many years.

Did you log a bugzilla on this? I've fixed all the packages I submitted and am building new packages now. Just want to close the loop if there's a BZ I'm not seeing.
