More the later. 

The fact a package is not present in CVS means
a) CVS is in disorder
- it renders "branching for bugfixes" impossible.

b) something went wrong with with this package's release process.
- In theory this must not happen. Somebody didn't do his job rsp. something went
utterly wrong.
