any advice as to how to proceed would be helpful.  These are generate
source files.  I've tried disabling maven-plugin-javadoc and excluding
sources in various ways to no effect.

"javax.annotation" was one of the EE APIs that was removed in Java 11
so you are almost certainly just missing a dependency on
"javax.annotation:javax.annotation-api"

Upstream probably builds on Java 8.

Thanks for the pointer. I had to add the dependency to the extensions/proto/pom.xml, but that did the trick.
