ah but spec-version-maven-plugin package is available on rawhide 

so I propose
https://src.fedoraproject.org/rpms/jakarta-annotations/pull-request/2

- maybe we should unretire  maven-install-plugin 

- and reenable bnd-maven-plugin 
https://src.fedoraproject.org/rpms/aqute-bnd/pull-request/11


- btw osgi(org.hamcrest.core) also disappeared 
so we can start build eclipse when 
-Requires:       osgi(org.hamcrest.core)
+Requires:       mvn(org.hamcrest:hamcrest-core)

and after all the steps before we can see the error that I can't solve
