I don't have enough information here, can you post your build logs some place?

One thing to check is to ensure the bootstrap version of Tycho is installed into the buildroot when you try to build Eclipse.

Due to the mutual dependency between Tycho and Eclipse it's kind of a multi-step bootstrap process:

1 Build bootstrap version of Tycho
1a Install bootstrapped Tycho into buildroot
2 Build bootstrap version of Eclipse
2a Install bootstrapped version of Eclipse into buildroot
3 Build full version of Tycho
3a Install full version of Tycho into buildroot
4 Build full version of Eclipse
