What make you believe it's snapshot version ? It's using http://pkgs.fedoraproject.org/cgit/junit.git/tree/create-tarball.sh which fetches https://github.com/junit-team/junit/archive/r4.11.tar.gz (aka 4.11 release) and cleans it.
