It's generally a good idea to block Java SIG tracker bug[1] so that people
interested in Java packaging will know about it. That's still not a guarantee
though, so reaching out to individual people on IRC or sending an email to
java-devel (as you did) is a good idea generally.

As far as Fedora policies are concerned you are already a packager and can
therefore do the reviews. It takes some practice with common mistakes of course,
but everyone had to start somewhere :-)
