Yeah, the current guidelines do not say anything clear about it, but the
samples say %{name}. In the draft it says both ways are allowed, but
that doesn't really help much. The samples still say %{name}.

I don't have any strong opinion. %{name} is simpler, but
%{name}-%{version} in analogous with /usr/share/doc.
