Sounds like you want to use Mock.

yum install mock, and then initialize:

mock -r fedora-13-x86_64  --init

You can then rebuild an SRPM for example doing this:

mock -r fedora-13-x86_64  --installdeps --rebuild 
/home/ayoung/rpmbuild/SRPMS/rubygem-rubyzip-0.9.1-1.young.src.rpm
