Adopting orphaned package - JLex and JDom

I will take on ownership of JDom and JLex.

I am contributing member of Fedora project, Bugzilla, etc. but this
would be my first package to own.

I am a regular user of JDom.

Please approve if possible, and let me know what other steps I need to take.
