The parts that were under the SGI Free License B 1.0/1.1 (probably derived from MESA) were "upgraded" to be fully free now under terms identical to the terms of the X11 license. http://www.fsf.org/news/thank-you-sgi If that was the only issue, then jogl could take advantage of this license upgrade and be resumbitted for inclusion into Fedora.
