Not sure if there's any difference or release delay with the marketplace option? In that case the regions we're missing are:

Canada (Montreal)
EU (Stockholm)
EU (Paris)
EU (Milan)
Asia Pacific (Mumbai)
Asia Pacific (Seoul)
Asia Pacific (Osaka)
Asia Pacific (Hong Kong) SAR
Middle East (Bahrain)
Africa (Cape Town)

I suspect that you are looking at one of the more recent regions. It looks like it hasn't been enabled in the account and that will be the change needed. Until then, you shouldn't have difficulty finding and using the Fedora images published in the AWS Marketplace.

Also, the snapshots have copy permissions, so you can copy the image into your own account to any region you would like.
