What's your use case here?
I was using Scaleway cloud service.
They offer Fedora images (the most recent is F28).
So I tried to create an instance using a Fedora cloud raw image (instead of their packaged image); using their tools it looks like a task viable also for a noob like me.
But, since there is not EFI partition, the server is unable to boot from local disk and falls back to a custom initrd loaded via ipxe that then loads Fedora (please forgive my terminology).
As far as I can understand, they only support EFI and not legacy bios.
