[atomic-wg] Issue #285: create *init* container for Fedora

dustymabe reported a new issue against the project: `atomic-wg` that you are following:

We want a container that has systemd enabled by default so services that are better started by systemd can simply be installed/enabled into a container and everything else just works. 

@fkluknav has started on this with [this](https://bugzilla.redhat.com/show_bug.cgi?id=1430804) review, but some things are broken in systemd that makes this not work for now.

Let's track the issues related to this here and get them resolved.
