I used fedup to do the initial stage of upgrading on a Fedora 20 x86_64 VM -> F21 on DO but when I reboot, the new fedup option in:

  /boot/grub2/grub.cfg

is ignored - I even tried putting in a "set default=0" into the config but it didn't make any difference - obviously the DO setup is bypassing that stuff. I asked the DO tech support people but they just said create a new F23 VM and move stuff over. Should it be possible to do the fedup upgrade somehow? - it would save me a bit of time . .

You can't use fedup on old Digital Ocean images which boot from an
external kernel, simply because they boot from an external kernel and
initramfs.

Yep, that's what it looks like . .

The new Digital Ocean images, introduced a few months ago, boot from
the kernel installed within the VM, and thus _can_ be upgraded with
fedup. I believe the first Digital Ocean image with this capability is
Fedora 23.

Right, some progress at least . .

Thanks!
