RFC: Process to determine when docker images need to be rebuilt

Hi all,

OK, first cut of an policy for rebuilding docker images. Note that I'm only starting from the "base" image and not the slew of docker images that build on it.

I expect some modifications, but I hope this at least starts the discussion on the right foot and isn't too far off the mark.
