 new "bootloader --disabled" to skip installing extlinux (or grub2) at all, and kept our hack to create the grub1 config.

A perhaps better variant of this is (since I have the Anaconda source code open for ostree stuff anyways) is to support bootloader --pvgrub which would tell Anaconda to just write out the config, but not actually attempt to install the bootloader.
