You can use http://mirrors.fedoraproject.org/mirrorlist?path=pub/fedora/linux/releases/19/Images/x86_64/Fedora-x86_64-19-20130627-sda.qcow2&redirect=1 for a direct download of the x86_64 qcow2 from the mirror nearest you.
