we use root as a default user and the only modification I did was
sed -i 's|^disable_root: 1|disable_root: 0|' /etc/cloud/cloud.cfg

I refer to

commit bbb042f5ddb547724f849d3d8e30db23db333a7a

    Update to 0.7.1

of https://github.com/apevec/cloud-init-el6.git

I'll check the new cfg.

I guess you were not using default cfg, can you share it?
Vitaly and JoeV found issues with default cfg, so I've updated along
with two minor rhel-specific adjustments:

* Fri Nov 16 2012 Alan Pevec <apevec@xxxxxxxxxx> 0.7.1-2
- define default user (Joe VLcek)
- set distro to rhel in default config
- adjust logger call for older util-linux

New scratch build is

Cheers,
Alan
