ec2 xen performance issue workaround (still needed, and on x86_64?)

Our EC2 kickstarts include a workaround for this issue:

A. It looks like it's incorrect or at least not needed for x86_64 guests
   (but we have it in our kickstart files for x86_64), so I'm going to
   remove it. Anyone know otherwise?
B. The last few comments on that bug imply that it will eventually be
   unnecessary as Amazon migrates away from older Xen system with a
   particular bug. Has, maybe, that happened, two years later?
