I'm prepared testing OpenStack on Fedora 17 following above thread. But I couldn't resolve whether I need a physical PC for such test? Or can I test it on a VM of VirtualBox?

With a VM, you just need to make sure that you are then able to run Virtual machines inside other virtual machines. Qemu (nbon KVM) works fine for this, as does KVM nesting (make sure your bios has the VM extensions enabled).
