[fedora-arm] SPI flash for firmware on rk3328 devices

Hey Folks,

Support for having firmware on the SPI flash on rk3328 devices has
landed upstream.

Looking at the 2024.10 RC3 build the following build the
u-boot-rockchip-spi.bin combined SPI firmware:
orangepi-r1-plus-lts-rk3328
orangepi-r1-plus-rk3328
ock64-rk3328

I've tested it on my Rock64 and it seems to work just fine.

If anyone else has devices based on the rk3328 chipset and can test or
confirm they have SPI flash etc feel free to reply and provide
feedback.
