An update

I created bootable SD using the pre-built binary files from the koji build 
server:
https://kojipkgs.fedoraproject.org//packages/uboot-tools/2021.01/2.fc34/
noarch/uboot-images-armv8-2021.01-2.fc34.noarch.rpm

sudo dd if=u-boot-rockchip.bin of=/dev/sda seek=64
sync

Used the Marcin's SP+TPL and U-Boot found on Marcin's blog to load the SPI:

I am able to boot usb with the Fedora 33 IOT aarch iso. It is very slow, I get 
to the installation portion of the install and receive an error message:

"The following error occurred while installing the boot loader. The system 
will not be bootable. Would you like to ignore this and continue with 
installation?

Failed to set new EFI boot target this is most likely a kernel or firmware 
bug."

The arm-image-installer is not working at all. They do not boot, I receive  
EFI errors similar to error Marcin describes in his blog post and I been able 
to reliably mount the EFI partition of the images created by the arm-image-
installer. I have tried Fedora IOT and server raw images.
